Sean Jolliff is the President of the Fairfax County Volunteer Fire and Rescue Association and is a ten-year operational member of the Vienna Volunteer Fire Department in Vienna, VA. 

Sean started his volunteer Fire/EMS journey in rural Northern New York where he began volunteering with his hometown Volunteer Fire Department and Volunteer Ambulance Service (Lewis County Search and Rescue) in 2010. Sean also served in his collegiate EMS agency in Central New York prior to moving to Vienna. 

At the VVFD, Sean serves as a member of the VVFD Board of Directors, as a Bingo Manager, on the Apparatus Committee, and as a qualified BLS Lead and Driver.

Outside of his volunteer fire department world, Sean is a career federal Emergency Manager, enjoys traveling, fishing, spending time with friends and family, and cooking.

Cody Collins serves as the VP of Operations on the Fairfax County Volunteer Fire and Rescue Association (FCVFA) and Assistant Fire Chief to the McLean VFD, bringing nearly two decades of operational and leadership experience to the role. He has been an active operational volunteer in Fairfax County since 2007.

Originally from California, Cody grew up in the Pacific Northwest. He gained a broad perspective through frequent travel and relocation with his parents, now retired from the DoD. He has called Northern Virginia home for more than 19 years.

Professionally, Cody works for a leading healthcare company, supporting global medical software solutions. Outside of work and volunteer service, he enjoys spending time outdoors—especially camping and off roading.

Shawn P. Stokes is the Vice President of Administration for the Fairfax County Volunteer Fire and Rescue Association and Chairman of the Fairfax County Volunteer Fire Commission, a Board of Supervisors (BoS) appointment to advise the BoS and the County Fire Chief on all issues and items pertaining to the volunteer fire service in Fairfax County.

Additionally, Shawn is the Fire Chief of the Dunn Loring Volunteer Fire and Rescue Department where he leads the operations of a 70-member department. A second-generation member of the fire service, Shawn has been with Dunn Loring for 25 years and has previously served as Treasurer, Secretary and President.

Shawn has spent 20 years in national and international fire service policy with a focus on wildland, volunteer and technology issues including development and evaluation of leadership, recruitment, and retention programs for volunteer fire departments. Additionally, he is a subject matter expert representing the fire service in the cooperative purchasing space working with a major national cooperative purchasing program helping them expand in the public safety market.

He has a Masters of Aeronautical Science in Aviation Operations and a Bachelor of Science in Aviation Business Administration from Embry-Riddle Aeronautical University, Daytona Beach, FL.

Raj Mehra is a member of the Mclean Volunteer Fire Department (MVFD), Company 1, where he is an administrative volunteer. At the MVFD, Raj is on the Financial Review Committee and the Fundraising Committee. Raj is also on the board of the Mclean Citizens Association and has been a board member and Treasurer for the Mclean Community Center and the Tysons Mclean Orchestra.

Outside the fire service, Raj is a seasoned banking executive with over 33 years of experience in the field. Currently, he is the Chief Financial Officer of The Freedom Bank of Virginia (“Freedom Bank”), a community bank which is headquartered in Fairfax, Virginia. Prior to Freedom Bank, Raj was the Chief Financial Officer at Middleburg Financial Corporation, a publicly traded bank holding company and he also served as Director of Financial Risk Management at PricewaterhouseCoopers. Mr. Mehra has also held positions in fixed income trading at JP Morgan Chase and Credit Suisse in New York City. Mr. Mehra obtained his Master’s in Business Administration from the University of Massachusetts in Amherst, MA (‘UMass’) as well as an MS in Mechanical Engineering, also from UMass and a B.Tech in Mechanical Engineering from the Indian Institute of Technology in New Delhi, India. Raj and his wife, Urvashi reside in Mclean, Virginia.

Jack Holdsworth serves as an EMT and the Assistant Training Officer for Operations with the Bailey’s Crossroads Volunteer Fire Department, where he has been a member since 2022. He previously worked as a full‑time EMT in Southeastern Connecticut and has held multiple training and operational leadership roles across his nine years in EMS.

Outside of the fire service, Jack is an experienced strategic communications professional who has supported a wide range of EMS agencies and healthcare organizations – including non‑profits, advocacy groups, and corporations – in telling their stories to local, state, and federal audiences.

Jack earned his Master’s in Political Communication and his B.A. in Communications, Legal Institutions, Economics, and Government from American University.

Bob Mizer has been a member of the Burke Volunteer Fire and Rescue Department since 1987, was an EMT for 20 years and helped found the county’s successful volunteer EMS-only program. Bob served as President of the BVFRD from 1990 to 2000. From 2000 until retiring in 2008, Bob served as Volunteer Liaison with the Fairfax County Fire and Rescue Department, where he was part of the team the developed the CERT program, the High School EMT program and the MOU under which the partnership between the FCFRD and the volunteer corporations was codified. Bob has served on the Volunteer Fire Commission since 2008 and is a member of the LOSAP Board.

Bob is a retired Naval Officer who graduated from the US Naval Academy in 1964 and received an MS in Management from the US Naval Postgraduate school in 1979. After retiring from the Navy as an O-5, Bob served 14 years as a program manager and technical director for two 8A contractors providing logistics development and support for US Navy shipbuilding programs.

Mike Wendt is the Fire Chief of the Centreville Volunteer Fire Department (CVFD), and is a past President and current Board member of the Fairfax County Volunteer Fire and Rescue Association (FCVFRA). He joined the fire service in 2007 and has worn multiple hats for both CVFD and FCVFRA. He also served on the organizing committee of the 2016 Virginia Fire Equity and Diversity Conference when it was hosted by Fairfax County Fire and Rescue.

Outside the fire service, Mike is an IT operations executive and has worked for several managed services providers. He is passionate about helping organizations fulfill their missions and create value using technology – a passion that he brings to the fire service.

Mike earned a Masters of Science in the Management of Information of Technology from the University of Virginia.
